NAL Certification
Certification Overview
The NAL (Network Access License), commonly known as the network access permit, is China’s access license regime for telecom equipment. Under the Telecommunications Regulations of the People’s Republic of China, telecom terminal equipment, radio communication equipment, and other devices connected to public telecom networks are subject to network access licensing. Products listed in the Telecom Equipment Catalogue for Network Access Licensing must obtain the license and bear the access mark before they can be sold or used in China.
Issuing authority: the Ministry of Industry and Information Technology (MIIT), with applications accepted by the Telecom Equipment Certification Center.
Product Scope
- Fixed telephone terminals: corded telephones, fax machines, answering machines, coin-operated telephones
- Mobile phone terminals: 2G/3G/4G/5G handsets, satellite mobile phones
- Wireless access equipment: cordless telephones, wireless local-loop terminals
- Key telephone systems and switching equipment: PBX, IP PBX
- Data communication equipment: modems, xDSL terminals, Ethernet switches
- Transmission equipment: SDH/MSTP transmission equipment, optical terminals
- Mobile network base station equipment: base stations, repeaters, indoor distribution systems
- IP telephony equipment: VoIP gateways, IP phones
- Integrated access equipment: IAD devices, optical access terminals (ONU/ONT)
- Other equipment connected to public telecom networks: routers, Ethernet switches in public-network scenarios
Certification Process
Network access testing application → Type testing → Access application → Review and evaluation → Certificate issuance → Follow-up surveillance
⚠️ Note: the certificate is valid for 3 years. Each December, license holders must submit the annual inspection form to the local communications administration, which reviews the year’s production and use of the access mark. License holders are also expected to cooperate with MIIT’s post-certificate supervision.
Our Advantages
For NAL network access certification we have extensive hands-on experience and are familiar with the testing standards and common rejection reasons for telecom equipment. We provide professional support from technical documentation through formal application to post-certificate maintenance. Our laboratory is staffed with a dedicated engineering team that pre-tests samples before formal submission, identifying and resolving issues early so samples enter access testing in the best possible condition. This reduces test failure rates and helps clients shorten the certification cycle at the lowest time cost and compliance risk.
