Mexico NOM Certification
Certification Overview
NOM (Normas Oficiales Mexicanas) is Mexico’s mandatory safety standard, issued by the Mexican government to ensure that electrical products sold in Mexico meet the country’s safety requirements. It applies to most products, including telecom and IT equipment, household electrical appliances, lighting, and other products with potential health and safety risks.
Under Mexican law, the NOM certificate holder must be a Mexican company, which is responsible for product quality, maintenance, and reliability. Test reports are issued by SECOFI-accredited laboratories and reviewed by SECOFI, ANCE, or NYCE. When the product complies with the applicable regulations, the certificate is issued to the Mexican representative of the manufacturer or exporter, and the product may then bear the NOM mark. Both locally manufactured and imported products must comply with the applicable NOM standards and labeling rules — products without NOM certification cannot be legally sold in Mexico.
Product Scope
NOM mandatory certification generally covers electronic and electrical products operating at more than 24 volts AC or DC, mainly in the domains of product safety, energy and thermal effects, installation, health, and agriculture. The following products must obtain NOM certification before entering the Mexican market:
- Electronic or electrical products for homes, offices, and factories
- Computer and local network equipment
- Lighting fixtures
- Tires, toys, and school supplies
- Medical devices
- Wired and wireless communication products such as corded and cordless telephones
- Products powered by electricity, propane, natural gas, or batteries
