On September 2, 2026, Syria’s Telecommunications and Postal Regulatory Authority (SY-TPRA) officially issued Circular No. 21, adjusting the import access rules for communication equipment.
From October 1, 2026, Syria will stop issuing import licenses for communication devices that support only 2G, only 3G, or only the two legacy standards.
Key points of the policy

Syria’s Telecommunications and Postal Regulatory Authority (SY-TPRA)
- Official publication date: September 2, 2026
- Policy effective date: September 2, 2026

Network sunset planning
SY-TPRA also made clear that devices supporting only 2G, only 3G, or both legacy standards will be gradually withdrawn from service according to the timetable to be published by Syria’s Ministry of Communications and Technology.
This import ban is a key step in Syria’s generational upgrade of its mobile networks, intended to move the country’s communication infrastructure toward 4G and higher technical standards.
